Kazakhstan Proposes Creating Digital Judges, Lawyers, and Prosecutors

At a parliamentary hearing on the development of artificial intelligence, Majilis deputy Yekaterina Smyshlyayeva stated that the current system of digital law needs to be revised. According to her, the country must begin preparing a new type of specialist.

“Digital laws are oversaturated with technical details, and new concepts are difficult to grasp from a humanitarian perspective. To implement such laws, we need to train digital judges, lawyers, prosecutors, and legal consultants. Otherwise, mistakes are inevitable,” the deputy emphasized.

Risks and Oversight

In Smyshlyayeva’s view, digital law in the era of rapid AI adoption must be accompanied by expertise and systemic oversight. Already today, it is necessary to check algorithms for bias, resilience, and security. This is required to ensure that decisions made with AI participation remain transparent and do not create additional risks for society.

National Standards and Indexes

Kazakhstan will need to update and implement technical standards that account for both international experience and national specifics. At the same time, Smyshlyayeva stressed the importance of developing national indexes for measuring AI adoption, since international rankings do not always reflect the actual situation and can be misleading for internal decision-making.
