Beginning November 24, 2025, the process of registering a place of residence in Kazakhstan will fully transition to a digital format. From this date, applications can only be submitted through the eGov.kz portal or the eGov Mobile app. Offline registration through Public Service Centers (ЦОН) will no longer be available, except in rare cases.
This change affects all citizens registering a new address — both property owners and those living under rental agreements.
What you need for online registration
To complete the process, you will need:
• a valid digital signature (EDS)
• a phone number linked to the Mobile Citizens Database (BMG)
The service is fully automated and takes just a few minutes. If a user does not have access to their own device, registration can also be completed in self-service zones at Public Service Centers.
Who can apply online
Online registration is available for:
• all citizens of Kazakhstan, including homeowners
• parents or legal representatives of children aged 14 to 16
• guardians of adults (18+) legally declared incapable or partially incapable
Children under 14 are not registered separately. By law, their residence is defined as the address of their parents or legal guardians.
If you live in state-managed rental housing
A resident of state rental housing may only register individuals listed in the rental agreement.
If a person is not listed, the system will automatically reject the application.
In such cases, citizens are advised to contact the local housing authority for clarification.
How consent is confirmed
If a person applies for registration at an address they do not own, the system sends an SMS from 1414 to the property owner. They will have one hour to confirm consent. If no response is received, the request is canceled automatically.
How to register via eGov.kz
1. Log in to the portal
2. Go to: Citizens → Citizenship, Migration and Immigration → Residence Registration
3. Click “Request service online”
4. Fill out the application
5. Sign it with EDS or SMS code
6. Check the status in “Service history”
How to register via eGov Mobile
1. Log in to the app
2. Open “Public Services”
3. Go to: Real Estate and Housing → Residence Registration
4. Enter the required data and reason for registration
5. Sign using any available method
6. Check the status in “Messages” → “Service history”
When you still need to visit a PSC
Offline registration is only required if:
• the property is owned fully or partly by a minor
• the owner has been legally declared incapable or partially incapable
Online registration has already become the standard.
Since the beginning of 2025, more than 750,000 people have completed residence registration online — over 70 percent of all applications. The shift to digital format reduces waiting time, eases the load on Public Service Centers, and makes the process fully remote.
