On September 8, 2025, during his annual Address to the Nation, President Kassym-Jomart Tokayev announced the creation of the Ministry of Artificial Intelligence and Digital Development.
According to the head of state, the new ministry will be formed on the basis of the existing specialized government body. It will be headed by a vice prime minister.
He also emphasized that Kazakhstan must become a fully digital state within three years. To achieve this, it is necessary to accelerate the adoption of the Digital Code — a key document that will define the digitalization strategy, including the development of artificial intelligence, the platform economy, and the use of big data.
The address was delivered on September 8, 2025, at a joint session of the Senate and the Mazhilis. The event was attended by members of parliament, representatives of the National Kurultai, government officials, civil society, and labor collectives.
