The President of Kazakhstan has signed a decree approving the national Digital Qazaqstan strategy for large-scale digitalization and the adoption of artificial intelligence technologies through 2029.
The strategy sets the country’s technology agenda for the next several years. It marks a new stage in the modernization of government, the economy and society, with data, artificial intelligence and modern digital tools becoming a core part of decision-making and public service delivery.
Kazakhstan moves toward data-driven government
Digital Qazaqstan is designed to move the country beyond the automation of separate public services toward a more integrated, data-driven model of governance. Instead of isolated digital tools, the strategy focuses on building a unified digital architecture for citizens, businesses and the public sector.
Kazakhstan has already built a strong foundation for digital government. The country leads the region in government readiness for artificial intelligence and ranks among the global leaders in e-government development.
By 2029, Kazakhstan aims to strengthen its position in international digital competitiveness rankings and become one of the world’s more technologically advanced countries.
Artificial intelligence is expected to support economic growth
The strategy sees artificial intelligence as one of the key drivers of future economic growth. The large-scale adoption of AI, along with the digitalization of industry, subsoil use, logistics and energy, is expected to add around 1.5 percentage points to GDP growth on average each year by the end of 2029.
Comparable market investments over a three-year period are forecast at $10.5 billion to $16.5 billion.
Zhaslan Madiyev, Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, said the Head of State had set a strategic goal to turn Kazakhstan into a fully digital country within three years.
According to him, the approval of Digital Qazaqstan marks the starting point of a broad transformation that will affect all key areas of life in the country.
Public services will become more proactive and personalized
One of the strategy’s key areas focuses on digitalization for citizens. Public services are expected to become more personalized and proactive, adapting to people’s needs regardless of where they live.
In social support, the government plans to expand proactive mechanisms that reduce the need to collect additional documents. Key tools, including social payments, predictive analytics in healthcare and medicine supply management, will be brought together around the Social Wallet ecosystem.
In education, Kazakhstan plans to introduce personalized AI-based learning paths for children from an early age. These tools are expected to help develop individual potential and strengthen digital skills among the younger generation.
The strategy also includes large-scale training of AI specialists through universities and regional IT schools. By 2029, at least 20% of the population is expected to have basic skills in using generative AI.
Businesses will get new digital infrastructure for growth
The second area of the strategy focuses on business and the new economy. Kazakhstan plans to build a managed digital architecture in the real sector, supported by reliable data collection and instrument-based accounting.
Digital transformation will cover key sectors of the economy, including agriculture, construction, finance, oil and gas, and small business.
The use of AI, digital twins and intelligent platforms is expected to increase productivity, reduce costs and improve the competitiveness of Kazakhstani companies.
The strategy also creates conditions for the development of future industries, including robotics, unmanned systems, digital assets and space technologies.
Kazakhstan will develop a sovereign AI hub
One of the flagship projects under the strategy is the creation of a sovereign AI Hub. It is envisioned as a data center valley that will bring together advanced computing capacity, research institutions and technology companies.
The AI Hub will support the development and testing of advanced solutions in machine learning and big data analytics. The planned capacity of the data centers included in the project is expected to reach 1 GW.
The project will be implemented through strategic cooperation between the government and business. It will involve private investment, international technology companies, development institutions and global experts.
This infrastructure is expected to help attract major international investors and vendors, double Kazakhstan’s IT service exports and bring at least three Kazakhstani unicorn companies to the global market.
Government agencies will move to a service-based model
The third area of the strategy focuses on the public sector. It aims to move government agencies away from fragmented departmental systems toward a more service-oriented operating model.
Public services are expected to be delivered proactively, with fewer steps required from applicants. AI will be used to automate routine administrative processes and eliminate overlapping functions across government bodies.
Decision-making and regulatory modeling will increasingly rely on big data analysis. This approach is intended to reduce human error and improve the quality of public administration.
Budget planning and allocation will also become more data-driven. A unified digital oversight system will help track how public funds are planned, allocated and spent, making the use of every tenge more transparent and targeted.
Cybersecurity will be part of the country’s digital transformation
The strategy also places strong emphasis on cybersecurity and the protection of Kazakhstan’s national information space.
It provides for the development of resilient digital infrastructure, the adoption of advanced encryption standards and stronger protection of critical facilities from external threats.
The country also plans to develop safer urban environments. Smart city standards are expected to cover at least 70% of the urban population. With AI and behavioral video analytics, response times to incidents are expected to be reduced by one third.
Kazakhstan will also develop a national ecosystem to help protect citizens from online fraud.
