The Government of Kazakhstan continues to implement President Kassym-Jomart Tokayev's directives on introducing artificial intelligence into the education system. During a Government meeting, Prime Minister Olzhas Bektenov instructed the Ministry of Education to ensure the timely implementation of the Presidential Decree and outlined the progress of a large-scale digital transformation program for schools.
Minister of Education Zhuldyz Suleimenova announced that the Ministry has prepared a draft Comprehensive Plan for the Introduction of Artificial Intelligence Technologies into the Secondary Education System for 2026 to 2029. Following interagency approval, the document will be submitted to the Government for consideration.
The plan includes modernizing schools' digital infrastructure, training teachers, and integrating AI solutions into the educational process.
A total of 500 schools have already been selected for the pilot program, including:
• 250 small rural schools;
• 150 general education schools;
• 100 schools participating in the Keleshek Mektepteri ("Schools of the Future") project.
Before the pilot launch, specialists assessed the schools' digital infrastructure, high-speed internet connectivity, availability of computer equipment, and overall readiness to implement artificial intelligence technologies.
More Than 350,000 Teachers Have Already Completed AI Training
Teacher training is one of the key components of the initiative. According to the Ministry of Education, more than 350,000 teachers have already completed training on the use of artificial intelligence in the educational process.
This summer, teachers from the pilot schools will undergo additional professional development covering digital pedagogy, modern teaching methods, and the practical use of AI tools in the classroom.
Pilot Program to Launch in Autumn 2026
A separate project focused on implementing AI solutions in schools will be carried out taking into account the recommendations of AI expert Lee Kai-Fu.
The pilot will then be expanded in stages:
• From November to December 2026, the project will cover 50 schools;
• From January to May 2027, an additional 300 educational institutions will join the program.
National AI Platform for Personalized Learning
Kazakhstan will also develop a national AI-powered education platform. The platform will enable personalized learning pathways, automatically recommend assignments based on each student's level of knowledge, analyze learning outcomes in real time, and identify learning gaps at an early stage.
Special attention will be given to the safe and responsible use of artificial intelligence. The Comprehensive Plan provides for the introduction of AI standards in education, mechanisms to uphold academic integrity, protection of children's personal data, and mandatory expert review of digital educational content.
