Kazakhstan may expand the list of activities available to the self‑employed

The proposals concern the special tax regime and the service directory used to generate receipts. They were discussed at the first meeting of the working group on platform employment in Astana.

 

The meeting was attended by Minister of Labour and Social Protection of the Population Askarbek Yertayev, representatives of government agencies, the Atameken National Chamber of Entrepreneurs and major digital platforms. The group’s main task is to establish clear conditions for working through online platforms, expand social safeguards and preserve the flexibility of this form of employment.


Receipt generation could be simplified

The working group is considering expanding the list of activities that self‑employed individuals may conduct under the special tax regime.

 

It has also proposed updating the service directory. This would help self‑employed individuals identify the services they provide more accurately and issue receipts more easily.

 

Criteria will distinguish platform employment from labour relations

Participants proposed developing common criteria based on the actual nature of the relationship between a digital platform and a service provider.

 

The criteria will help determine when such a relationship constitutes employment and when it is governed by civil law.


New rules will cover data exchange and social payments

The meeting also reviewed draft rules for platform employment developed under Kazakhstan’s Social Code.

 

The document governs information exchange between government agencies and digital platforms, personal data protection, occupational risk management and the procedure for making social payments.

 

The working group will continue refining proposals for regulating platform employment and creating conditions for formal work by self‑employed individuals.
